Threats and Counterthreats Are Pushing the War to a Dangerous New Phase

Alexander Mercouris

The speaker analyzes how a potential attack on Belarus could fundamentally alter Russia's legal and strategic classification of its Ukraine conflict, transforming it from a 'special military operation' into a full-scale war with severe consequences for Ukraine.

Summary

The speaker discusses a critical escalation threshold in the Russia-Ukraine conflict centered on Belarus's involvement. Currently, Russia officially characterizes its actions in Ukraine as a 'special military operation' rather than a full-scale war. However, the speaker explains that if Ukraine were to attack Belarus, Russia would likely invoke its military alliance with Belarus and treat such an attack as a direct act of war against Russia itself. This reframing would represent a drastic change in the conflict's legal and operational status. Rather than remaining a limited special military operation, the conflict would be upgraded to a full-scale war designation. The speaker indicates this escalation would carry significant consequences for Ukraine, though the specific implications are noted as being elaborated upon later in the discussion.

Key Insights

  • Russia currently frames its military actions in Ukraine as a 'special military operation' rather than a full-scale war from a legal standpoint
  • An attack on Belarus could trigger Russia to treat the conflict as an act of outright war involving Russia itself, rather than just a special operation
  • Russia's alliance with Belarus serves as a potential mechanism for legal reframing of the entire conflict's status and scope
  • The distinction between 'special military operation' and 'full-scale war' designations carries meaningful legal and strategic consequences for how the conflict is conducted
  • An escalation to full-scale war status would result in significant consequences for Ukraine beyond the current conflict parameters

[0:00] He talks about the war changing drastically, which I take to mean that the Russians will no longer consider after an attack on Belleris that they're conducting a special military operation in Ukraine. They will, pursuant to their alliance with Bellarus, treat an attack on Ukraine as in effect an act of outright [0:30] war involving Russia itself. And at that point, the war will be upgraded from a special military operation, which legally is what it is at the moment from a Russian point of view, into a full-scale war with all of the consequences for Ukraine that would follow from that about which I will say more later.
